The Africa Delivery Index measures delivery capability across four dimensions for all 54 AU member states. Each country receives a composite score from 0–100.

Decision-making capacity, reform ownership, political stability for delivery
Management Index
PMO maturity, procurement integrity, performance management adoption
Technical Index
Standards compliance, O&M quality, project preparation bankability
Digital Index
Data infrastructure quality, digital public service maturity, cybersecurity
Data sources include World Bank governance indicators, AfDB project tracking, national government statistics, OECD procurement data, and FORGE primary research from AIP project deployments.
The index is updated annually each Q1. Country briefs are published within 30 days of the main report release.
